The Ministry of Transportation said this Thursday that the Board of Directors of Valec, responsible for the construction of the Federal railroads, today elected four new directors of the company for the following positions: CEO, director of planning, director of istration and finance and director of engineering. According to the ministry, the names chosen are “all career employees with technical profile.”
The new CEO is the civil engineer José Eduardo Sabóia Castello Branco, who has headed the Department of Empresa de Engenharia Ferroviária (Engefer), the Department of RFFSA. He also held positions at Companhia Fluminense de Trens Urbanos (Flumitrens), Municipal Secretary of Finance and Planning of Duque de Caxias (state of Rio de Janeiro) and the Secretary of State for Planning and Management of the State of Rio de Janeiro.
For the position of director of planning of Valec, the civil engineer Josias Sampaio Cavalcante Júnior was chosen. He has worked at the National Transportation Agency (ANTT) and the supervisor’s office of DER/DF.
The board of istration and finance of the company will be headed by the economist Vera Lúcia de Assis Campos, who has worked as a consultant and corporate manager of budget and costs at MRS Logística and in the budget and cost management at RFFSA.
The new director of engineering of Valec will be the civil engineer Hostílio Xavier Ratton Neto. He held the position of assistant engineer and chief residence of Empresa de Engenharia Ferroviária AS (Engefer). Besides teaching, he headed the Department of Transportation Engineering of the Polytechnic School of UFRJ, the Sector of Fixed Installations of Brazilian Urban Train Company (CBTU) and coordinated the project of the North-South Railroad.

The Board of Directors of Valec has been depleted since July, when the first reports emerged about an alleged scheme to bribe collection in bodies linked to the Ministry of Transportation. The office was then commanded by Alfredo Nascimento (PR). The publication of a series of newspaper reports led to the termination of the minister; of the director general of the National Department of Transportation Infrastructure (DNIT), Luiz Antonio Pagot; and of the CEO of Valec, José Francisco das Neves. Altogether, more than 20 government officials were fired.
