A source who closely follows the subject said on this Wednesday to Reuters that the schedule of the concession auction of the railroad between the cities of Açailândia (state of Maranhão) and Barcarena (state of Pará) should delay about 15 days.
Initially, the section auction was expected to October 18. However, this schedule contemplated the publication of the notice to bid on last Monday, which did not occur because economic studies relating to the concession are still under review by the Brazilian Court of Audit (TCU).
The concession of this 457-km railroad section is the first one of an 11,000-km package of new railroads that the government intends to bid.
According to the source, the delay of TCU to analyze the process is due mainly to the fact that the railroad concession model is different from the standard adopted in highways, for example, or railroads that are already under private management.
The model proposed by the government, unprecedented in the country, provides that the concessionaire should build and take care of the management of the rails, but the operation of the trains that will move on the track will not be its responsibility, as occurs in the concessions of existing railroads.
In the current case, the government will purchase 100 percent of the freight capacity of the concession and will resell it to those interested in operating the trains.
