Alckmin reinforces mobility demands with minister of Transport

On this Tuesday (24), the State Governor Geraldo Alckmin had a meeting with the minister of transport, Antônio Carlos Rodrigues, at the Palácio dos Bandeirantes. In this meeting, they discussed important mobility projects for the State of São Paulo, like the North Rodoanel, Ferroanel and Intercities Train.

Alckmin reiterated to the Minister the necessity of federal investments for such works. For the North Rodoanel, for example, the Governor asked a settlement transfer of R$ 176 million anticipated on the Federal Government Budget 2015 – any transfer has been done over the year.

“We highlighted to the Minister the need of these resources for this and the next year”, said Alckmin when talking about the North Rodoanel works. “It is a work that is going really well, and has 4,700 workers. The resources are important to maintain the jobs “, explained Alckmin.

The investment updated value for the North Rodoanel is R$ 6.85 billion, of which R$ 4.30 billion is for works and R$ 2.55 billion for environmental compensation, dispossession, resettlement, interference, projects, supervision, management, communication and additional works. The resources come from a partnership between Federal and State (R$ 2.05 billion), State Treasury (R$ 2.78 billion) and IDB (R$ 2.01 billion loan).

With 44 kilometers in length and total control access, the North Rodoanel will benefit the entire Metropolitan Area of São Paulo, especially Santana do Parnaíba, Cajamar, Francisco Morato, Franco da Rocha, Caieiras, Mairiporã, Santa Isabel, Arujá Guarulhos and São Paulo. The project started in March 2013 and it is expected to be completed in late 2017. There are 15 thousand jobs, both direct and indirect.

The major benefits of the work is to deflect and spread the transit traffic, mainly of trucks, for the São Paulo Metropolitan Area surroundings; allow a faster access to Santos Port; reduce time in traffic jams, fuel costs and, consequently, the pollutants emission; reduce 23% of the ADV (average daily volume) of trucks on marginal Tietê, which represents 18,300 trucks per day.

Intercities Train

The Secretariat of Metropolitan Transport, through the Companhia Paulista de Trens Metropolitanos (TM) (São Paulo Metropolitan Train Company), develops a Project to implant a regional rail service connecting São Paulo and the cities of Jundiaí, Santos e Sorocaba. The objective is to rescue rail connections with new standard of performance and quality.

In the meeting between the Governor and the Minister, it was decided that there is going to be a technical meeting next week, in Brasilia, to discuss the compatibility between freight and enger trains.

The State Government awaits an answer from the Federal Government in order to continue the Project. Since the right-of-way where the rail is intended to is at a large project area next to the freight trains, under Union concession. The documentation was ed in April 2014 and reiterated in September.

By offering this transportation alternative, the São Paulo Metropolitan Area (RMSP) population will have many external benefits such as mobility alternative, less commute times, a reduction of CO2 emission, decrease of traffic jams at highways and, consequently, a reduction of car accidents.

Ferroanel

The North Ferroanel will connect the Perus station (São Paulo) to the Engenheiro Manoel Feio station (Itaquaquecetuba), heading to Jundiaí. During the meeting at Palácio dos Bandeirantes, the State Government presented two proposals to Federal Government: allow DERSA/SA to make an engineering project considering future highway duplication between Manuel Feio and Perus, in addition to the Union compromise in carry out the Ferroanel works.

The Ferroanel objective is to separate the freight rail traffic, avoiding the need to share the rails with the enger trains. This is a Federal Government work with 52.75 kilometers in length and has an estimated investment of R$ 2.3 billion. An area of approximately 890 thousands square meters will be dispossessed.

The beginning of the work has not been determined yet. The Project deadline is 48 months after the beginning of the work. When finished, the Ferroanel will be tangent to São Paulo Metropolitan Area (RMSP) and will connect the region of Campinas, Vale do Paraíba e Baixada Santista.

The combined deployment of the projects, in synergy and mutual collaboration, will result in the resources improvement, in the reduction of environmental and social impact, besides the significant cost reduction (estimate value of R$ 1.3 billion – without the deduction of R$ 332.8 billion from the compatibility).
